The Convention builds upon the Institute for Human Development’s landmark Global Meet on Resurgent Bihar 2007 and the subsequent Global Summit on Changing Bihar 2012, organised in partnership with the Government of Bihar and other partners. These initiatives helped place Bihar’s developmental challenges and opportunities at the centre of national discourse. The 2027 Convention aims to provide a fresh roadmap for Bihar’s next phase of transformation.
2007
The Global Meet for a Resurgent Bihar, organised by the Institute for Human Development (IHD), New Delhi, with the support of the Government of Bihar, was held in Patna from 19–21 January 2007 and inaugurated by Dr. A.P.J. Abdul Kalam, Former President of India. The Meet brought together over 700 participants, including policymakers, academics, industry leaders, civil society representatives, NGOs, development agencies and members of the Bihar diaspora. It provided a platform to deliberate on Bihar’s key economic, infrastructural, institutional and social challenges, and to identify strategies, partnerships and opportunities for the state’s development. The discussions focused on strengthening governance and institutions, improving infrastructure and economic sectors, and advancing human and social development, marking an important effort to build a shared vision for a resurgent Bihar.
2012
The Global Summit on Changing Bihar, organised by the Bihar Foundation, Institute for Human Development (IHD), and Asian Development Research Institute (ADRI), was held in Patna from 17–19 February 2012. In the context of Bihar’s accelerating economic growth and institutional progress, the Summit brought together policymakers, development practitioners, academics, industrialists, investors, civil society representatives and members of the Bihar diaspora to address the challenges of poverty and backwardness. Inaugurated by Dr. Baburam Bhattarai, Former Prime Minister of Nepal, the Summit aimed to generate innovative ideas, identify development priorities, build a roadmap for Bihar, and strengthen networks and partnerships within and beyond the state. With around 1,500 delegates from India and abroad, the three-day event provided a major platform for dialogue and collaboration towards Bihar’s continued social and economic transformation.
